COVID-19 restrictions

Flights to the United Arab Emirates are suspended.
- This does not apply to the following:

- aircraft operated for the purpose of evacuation (this Safety Decision does not alleviate the need for obtaining necessary authorisation from UAE Ministry of Foreign Affairs and International Cooperation);

- UAE registered aircraft that are out of base on 24 March 2020 23:59 Local Time will be allowed to return to base carrying only UAE nationals and operator’s crewmembers;
- over-flights.

2. All Evacuation flights must have PAX APP data and Crew APP data; all ferry flights must have crew APP data.

3. A completed self-declaration health form must be presented upon arrival at Dubai (DXB).


The Ministry of Foreign Affairs in the UAE has informed all foreign embassies of the following in regards to the return of all expats and residents planning on exiting the UAE to return to their countries for the summer:

• The UAE authorities are focused on facilitating the return of those foreign residents who are still outside the country. According to the latest numbers available, 31.000 people have returned and the focus is on helping the return of another 200.000 residents.

• Approval to return to Dubai from the Federal Authority for Identity and Citizenship  (ICA) will still be necessary. The application will be evaluated with humanitarian criteria, for example cases of members of a same family were they’re separated. 

•  The residents currently in the UAE and are planning on traveling during the summer months were specifically asked if they will be allowed to return to the UAE. The response received is that there is no objection for these residents to exit the UAE but, the priority is still the return of those who have not been able to come back. Therefore, there is no guarantee that those currently in the UAE who decide to travel, will be granted a permit to return.

• Those travelers coming back to the UAE will:

o On arrival will have to fill out a health care declaration indicating if the traveler has any symptoms of the sickness.

o Independently of the declaration, the traveler will undergo a medical test and will have to complete a 14 day quarantine.

o The quarantine can be completed at the traveler’s home as long as it meets the adequate requirements, depending on the health care declaration, or in a public facility should the travelers show or declare symptoms.

o The results of the medical test performed upon arrival may take up to 12 days, and in even if it is negative, the 14 day quarantine will have to be completed.

o Should the test be positive, the traveler will be transported from it’s residence to a public facility for isolation and treatment. 

o In either way, if the quarantine must be completed in a public facility, and not in the traveler’s residence, the cost will be the responsibility of the traveler.

For such, the conclusion is that any resident currently in the UAE that leaves the country will do so without the certainty of being able to return. With the consequences that this could bring in regards to housing, work, school, etc.

History

Originally opened as a base for flying boats, in July 1937, by 1938 there were 4 flying boats each week. Construction of the airport was ordered by the ruler of Dubai and it officially opened in 1960. In 1963, construction of an asphalt runway commenced and opened in 1965. During the late 1960’s, several expansions to the airport and terminals were made and by 1969, the airport served 9 airlines to 20 destinations. The 1970’s saw the airport redeveloped to accommodate larger modern aircraft, including a new terminal building and new control tower. A second runway was opened in 1984. Terminal 2 opened in 1998 and Terminal 3 in 2008. Further expansions since then have been made in demand to growing passenger numbers.
